Town and Norwich shared the points in the 84th East Anglian Derby but only after a tense and controversial climax.
The visitors had taken the lead with eleven minutes of normal time left to play when their former player of the season and keeper Andy Marshall spilled a high ball and Mackay headed home McVeigh's short cross at the far post, but Pablo Counago was on hand five minutes into injury time to fire home after Darren Bent had hit a spot kick against the post.
Norwich had the better of the games limited chance with Roberts and Kenton both unfortunate not to score.
Roberts rattled the cross bar in the first period and Kenton's second half header was brilliantly saved by Marshall.
Ipswich, despite having the majority of possession in the match, created very chances and Green in the City goal was rarely threatened.
It looked as though the visitors would make off with all three points after Mackays goal, but Town piled on the pressure in the last few minutes of normal time and should have had a penalty when Hermann Hreidarsson was knocked over in the penalty area.
Referee Paul Durkin ignored the appeals from the Town players, but had no hesitation in awarding a penalty in the 94th minute when Drury handled Counago's cross.
Bent struck the post from the penalty kick, keeper Green blocked the follow up shot by Darren Ambrose, but Counago was in the right place to smash home the rebound from two-yards out.
The celebrations that followed saw a number of Town fans spill onto the pitch from the North Stand, and a number of Norwich players appeared to be confronted by them an incident that could result in disciplinary action from the FA.
